A few months ago, the U.S. House of Representatives advanced critical water infrastructure legislation in the form of H.R. 1915, the Water Quality Protection and Job Creation Act of 2021. This, along with the Senate’s passage in May of S. 914, the Senate Drinking Water and Wastewater Infrastructure Act of 2021 (DWWIA), marks an increase in funding for clean water.

If passed by the Senate, H.R. 1915 will reauthorize the Clean Water State Revolving Fund, which provides low-cost financing for water infrastructure projects to communities around the country. The bill would also reauthorize the Sewer Overflow and Stormwater Reuse Municipal Grants, which provide support for water technology advancements. Together, these two sources of funding will provide tens of billions of dollars over the next few years to invest in clean water infrastructure and technology.

H.R. 1915 also contains policy regarding water reuse. It reauthorizes the Alternative Water Source Grants Pilot Program, which provides grants of up to $200 million per year for water reuse projects throughout the country. 

Many communities are already incorporating forms of water reuse as a way to combat drought and continue to provide a safe, clean water supply to their residents. For example, Los Angeles aims to recycle all of its water supply by 2035, reducing the need to import water from the Colorado River. And in Reno, a 13-mile pipeline is being planned to provide over 1 billion gallons of recycled water to the Tahoe-Reno Industrial Center, which is home to Tesla, Switch, and Google. 

These water recycling efforts, and updates in critical water infrastructure, will certainly be boosted by the passage of progressive water legislation now and in the future. And considering the increasing demand on current, dwindling water supplies, it is more crucial than ever to find ways to reduce and reuse the water we currently have.
